Wei Huang, Professor, Ph.D Advisor, Academician of Chinese Academy of Engineering, the expert in the road, bridge and traffic engineering. He was born in Nantong, Jiangsu Province in April, 1961. He joined the Communist Party of China in April, 1982, and got his doctorate degree in July, 1982 from Nanjing Institute of Technology (Southeast University).

Huang Wei is now Member of Party Leadership Group and vice minister of Ministry of Science and Technology. He served as the Dean of School of Transportation at Southeast University, Executive Vice President of Southeast University, Director of Jiangsu Provincial Construction Department, Vice Governor of Jiangsu Provincial Government, Vice Minister of Housing and Urban-Rural Development, Vice Mayor of Beijing, Standing Committee Member of CPC Committee and Executive Vice-Chairman of the Government of the Xinjiang Uygur Autonomous Region.

Since 1996, he has been granted special government allowances from the State Council and was selected as the “Cross-Century Talents Program of the Ministry of Education”. In 1997, he was awarded the title of “National-level Young and Middle-aged Experts with Outstanding Contributions” and was elected to the first and second level of the National “Millions of Talent Projects”. In 1999, he was hired as the Changjiang Scholar distinguished professor of the Ministry of Education. In 2004, he was awarded the title of Honorary Changjiang Scholar by the Ministry of Education for his outstanding performance. In 2007, he was selected as Academician of Chinese Academy of Engineering.

Huang Wei is one of the main pioneers in the field of steel bridge deck pavement for long-span bridges and intelligent transportation system in China. He is the inventor of novel multi-component epoxy asphalt materials in China. He led the design and construction implementation of the steel bridge deck pavement for nearly 30 large-span bridges such as Nanjing Yangtze River Bridge, Shanghai Yangtze River Tunnel Bridge, Sutong Yangtze River Bridge and Hangzhou Bay Bridge.

In addition, he has achieved important innovations in the theory and application of pavement design. He is the editor-in-chief of national technical standard, Technical Specifications for Prestressed Concrete Pavement Engineering. He has presided the design and construction research of many expressways, and these research results have been widely used in other projects. His monographs, Theories and Methods for Designing Higher Cement Concrete Pavements, Theories and Methods for Designing Higher Asphalt Pavements and Application Technology for Expressway Databases have been cited more than 500 times by others. His research results on pavement design indicators and parameters, fatigue analysis methods of pavement materials based on energy consumption principle, pavement simplified calculation and pavement optimization design methods have perfected the theory and method of pavement design in China.

He has won 21 national and provincial level science and technology awards, including 4 national science and technology progress awards, and 11 provincial and ministerial science and technology progress special prize and first prizes. He has 13 publications and 16 invention patents. He has published 256 academic papers, 212 of which are indexed by SCI, EI, and ISTP.
